Pinking

The technique of pinking refers to making small cuts into the surface fabric to make a plain textile full of texture and interest.

Pinking (and slashing)

This decorative technique is usually carried out with both left and right halves together, being cut at the same time. Working in this way assures that both halves will be symmetrical. You will need fabric, a cutting surface (I use a food-grade cutting board from the kitchen store), a very sharp blade, and something to mark the surface very lightly to guide your cuts.
